"Dumbening" notice

Assume, Bohdan is RW's resident vandal and thinks it's funny to put dumbening notices on what we regard as "normal" pages. However, there is a special Bohdan hammer that sysops can use and it will be applied in a Fibonacci series if he decides to persevere.
